Harris Health is encouraging minority-and-women-owned business enterprise (M/WBE) companies to step up to millions of dollars in contract opportunities, thanks in part to the $2.5 billion bond package approved by voters in 2023.
The bond package is part of Harris Health’s long term strategic facilities plan that includes the construction of a new Level I-capable trauma hospital, three new health centers, a new hospital patient bed tower and extensive upgrades and renovations to its existing outpatient facilities. In all, the nearly $3 billion plan promises to change the delivery of healthcare services to the community for decades to come.
According to Derek J. Holmes, vice president, Contract Administration, Harris Health, the opportunities to contribute to the future look of the system are countless. As of October 2024, Harris Health has awarded more than $300 million worth of projects to more than 200 different M/WBE companies.
Achievements since 2022:
- 246% rate of increase in M/WBE contract awards
- $315 million in contracts
- 35,000 touchpoints with individuals to educate them on M/WBE contracting
Since starting the program in October 2022, Harris Health has awarded 27.36% of contract dollars to M/WBE firms, a substantial increase and growth in the program, and well above Harris Health’s set aspirational goal of 20% for M/WBE contracts. These companies provide Harris Health with a variety of vital construction, goods and products, and professional services.
“We’ve seen some amazing gains in our M/WBE program and it continues to excel,” Holmes says. “In fiscal year 2024, we’re seeing our overall contract amount awarded to M/WBE vendors well above our aspirational goal. That’s an increase of 246% since the program kicked off in 2022.”

To qualify as a M/WBE business, companies must operate and manage with at least 51% minority or women ownership. Additionally, these companies must be M/WBE certified by the city of Houston’s MBE and WBE certification, the Historically Underutilized Business (HUB) certifications from the state of Texas, the Disadvantaged Business Enterprise (DBE) certifications from the Texas Unified Certification Program or through the U.S. Small Business Administration.
