Aizawl, Jan. 11: Mizoram Transport Minister Vanlalhlana has called for prioritising the development of the Tuirial Dam to unlock its potential for river cruise tourism and goods transportation, an official release stated. Speaking at the 2nd Inland Waterway Development Council (IWDC) meeting at Kaziranga in Assam, Vanlalhlana highlighted the dam’s strategic importance. The event was attended by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal and Assam Chief Minister Himanta Biswa Sarma. Vanlalhlana stressed that the Tuirial Dam, initially built for generating 40 MW of hydroelectric power, could serve as a vital waterway for goods and passenger transport. He suggested that the surrounding areas be developed into an ecotourism hub, which could generate economic opportunities for local communities. “A detailed preliminary survey of the dam and its ecosystem is essential to determine its feasibility for transportation and tourism projects,” Vanlalhlana said, stressing the need to explore the dam’s full potential. He pointed out that Mizoram’s challenging terrain has long hindered smooth connectivity and economic growth. “Inland Water Transport offers a sustainable and cost-effective solution to overcome these challenges,” he said. Vanlalhlana also outlined the IWDC meeting’s goals, which included enhancing cargo and passenger move- ment and promoting river cruise tourism. During the meeting, it was revealed that the Inland Waterway Authority of India (IWAI) has sanctioned projects worth Rs 1,405.26 crore across 21 States and Union Territories, including Rs 21.1 crore earmarked for Mizoram’s inland water transport initiatives. Key projects in Mizoram include IWT development on the Tlawng and Chhimtuipui rivers and the construction of IWT infrastructure along the Khawthlangtuipui-Tuichawng stretch in Lunglei district. Pensacola Greyhound Track and Poker Room has property in Northwest Pensacola under contract with the intent of opening a cardroom, but to do business they need Escambia County to confirm that pari-mutuel gaming is allowed on the commercial property so the state will give them permission to move to a new location.The issue came up at the county’s Thursday night board meeting when commissioners were asked to discuss a draft ordinance identifying state licensed pari-mutuel cardrooms among the permitted recreation and entertainment uses of commercial, heavy commercial, and light industrial zoning districts in Escambia CountyPoarch Creek Indian Tribe’s PCI Gaming Authority, which owns and operates the gaming facility as Pensacola Greyhound Racing LLP, is seeking a land use certificate from Escambia County confirming that pari-mutuel gaming is allowed at 2490 Interstate Circle, where they’d like to move.Making a move:Pensacola Greyhound Track and Poker Room is relocating but needs county approval firstThe vacant commercial parcel is located near Interstate-10 and Pine Forest Road and there are mostly businesses nearby.Escambia County Attorney Alison Rogers says county zoning codes don’t specifically say where pari-mutuel gaming, like poker, can be located, and the new ordinance would clarify that.“This would be sending an ordinance back to the planning board that could be created to specify which zoning categories they would be allowed in,” Rogers explained to the board. “There is a certain property that is currently under contract by the owners of the Greyhound Track where they know that they’re interested in moving to and so this would help the planning department in resolving this issue.”Attorney Will Dunaway, who is representing Pensacola Greyhound Track and Poker Room, said the ordinance isn’t necessary because it’s the only business like it in the area and will remain that way.Under Florida law, only one pari-mutuel wagering license is allowed every 100 miles within the state. The Pensacola Greyhound Track and Poker has one that is here in Escambia County.“Simply direct your development services staff to sign the land verification, which says you want this pari-mutuel gaming at the new location,” Dunaway said to the board. “You don’t need an ordinance. It’s not a slippery slope. You’re not going to have a whole bunch of bars. You’re not going to have a whole bunch of cardrooms. It’s only one license. It’s 100-mile exclusion. You’re not going to have another one.”Commissioners have not yet signed off on the land use certificate. After discussion, they did send the pari-mutuel card room ordinance back to the planning board for review with additional language describing distance restrictions to be recommended by the planning board, like laws that prevent other “vice”-type businesses from being too close to schools or churches.What is pari-mutuel gaming?Pari-mutuel gaming is a type of gambling where players bet against each other, rather than the house. Most types of poker games are considered pari-mutuel gaming.Live dog racing ended at the Pensacola Greyhound Track in 2019 after Florida voters banned live dog racing in a state constitutional amendment the previous year.The track sold its land on Dog Track Road in 2021 to Herons Landing Development LLC for $3.25 million, according to county property records. I understand Will Dunaway’s position on it. It all makes sense to me, but I don’t think it’s going to make sense to the neighbors down there.”

As hurricanes and storms pose an annual threat to communities across coastal and central Georgia, Georgia Southern University’s Institute for Health Logistics and Analytics (IHLA) is taking a creative approach to teach communities about the importance of being hurricane-ready.
The IHLA’s new traveling exhibit, “Are You Prepared for Disaster?” focuses on hurricane and storm surge preparedness by offering practical, step-by-step guidance for individuals and communities responding to natural disasters.
The exhibit will travel to rural public libraries across the region, offering essential guidance on disaster preparedness, how to identify reliable sources of emergency information, and how to assemble a Go-Kit. Visitors will also receive a take-home checklist to create their own Go-Kit.
“Libraries are trusted community resources, particularly in rural areas,” said IHLA Director Jessica Schwind, Ph.D. “Bringing this preparedness information into libraries ensures we reach those who might otherwise lack access. We’ve invested in additional materials, including iPads, a traveling exhibit case and professional exhibit design to ensure this exhibit is both informative and engaging for library visitors.”
The initiative is funded in part by a grant from the Network of the National Library of Medicine (NNLM) through the National Institutes of Health (NIH).
“Developing a traveling exhibit to deliver this vital health information aligns perfectly with IHLA’s mission,” added Deborah Harvey, project lead. “We’re excited about the opportunity to expand this approach and connect with even more people in innovative ways.”
The “Are You Prepared for Disaster?” exhibit reflects IHLA’s commitment to the One Health approach, which acknowledges the interconnected health of humans, animals and the environment. It highlights how natural disasters impact ecosystems, communities and public health, emphasizing the importance of a sustainable and holistic approach to preparedness and recovery.
