The Department Continues to Lead in the Integration of AI for its Missions While Combatting its Adversarial Use One Year After President Biden’s Landmark Executive OrderWASHINGTON – In the year since President Biden issued his landmark Executive Order (EO) 14110, “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence,” the Department of Homeland Security (DHS) has taken bold action to responsibly leverage Artificial Intelligence (AI) to advance the homeland security mission. As directed by the President, DHS has deepened its commitment to protecting individuals’ privacy, civil rights, and civil liberties; promoting national AI safety and security; and strengthening AI leadership through innovation and strong partnerships. The AI Roadmap announced three Generative AI (GenAI) pilots to test the effectiveness of GenAI solutions and their potential to enhance mission specific capabilities in a safe, responsible, and effective way. These pilot programs were housed in the United States Citizenship and Immigration Services (USCIS), Homeland Security Investigations (HSI), and the Federal Emergency Management Agency (FEMA).By October 2024, DHS has successfully tested these pilot programs, while protecting civil rights, privacy, and civil liberties. The Department gained valuable insights into the real-life impact of GenAI tools as well as their limitations. Learnings from these pilots will help guide the development and deployment of other AI tools throughout the Department.USCIS: Improving Training Capacity and Experience – The USCIS pilot introduced a training application that allowed immigration officers to interact with the GenAI tool to practice conducting an interview with a refugee/asylum seeker. The USCIS pilot successfully supplemented officers’ training by giving them opportunities to practice eliciting testimony. Officers gave positive reviews for the program’s ease-of-use and the ability to access it on their own schedule. The USCIS pilot is only used in officer training and is not used for immigration eligibility determinations. HSI: Strengthening Investigative Processes – HSI’s pilot focused on utilizing large language models (LLMs) to produce summaries of HSI-approved law enforcement reports to bolster investigative processes and optimize the efficiency and precision of investigative summaries. It also enabled semantic search, a search engine technology that interprets the meaning of words and phrases to enable law enforcement officers to search through millions of reports easily. The pilot showed that these were valuable tools to enhance investigative processes. The HSI pilot, which was developed using an open-source AI model, found that open-source models provided the flexibility necessary to experiment and measure effectiveness. HSI professionals continue to test and optimize the use of open-source models in supporting law enforcement investigations. FEMA: Increasing Community Resilience – Communities can help build their resilience to emergencies by developing hazard mitigation plans, but these plans can be challenging and time consuming to produce, particularly for communities that lack sufficient resources. FEMA’s pilot used a LLM to help state and local governments generate draft plans customized to meet their needs and understand risks and mitigation strategies. FEMA learned that increasing user understanding of AI and receiving feedback directly from community users is an important first step to integrating GenAI into any existing process. To date, these experts have provided critical technical support and conducted extensive evaluations across multiple priority projects, significantly advancing the understanding and application of AI technologies within DHS.The AI Corps partnered with the DHS Supply Chain Resilience Center (SCRC) to investigate how AI could be used to forecast the impacts of critical supply chain disruptions to public safety and security. This sprint included requirements development, use case mapping, market research, and system demonstrations. The AI Corps was able to guide the SCRC on the path to evaluate the technical landscape and provide recommendations to support mission needs. The Business Development Bank of Canada (BDC) and Equifax Canada have partnered to launch the innovative Canadian Small Business Health Index. The index was created to assess the financial wellbeing of small and medium-sized enterprises (SMEs) in Canada.
The Health Index combines real world data from BDC’s Investment and Financing Outlook Survey (IFOS), anonymized credit bureau data from Equifax, and macroeconomic data from Statistics Canada and the Bank of Canada.

“Our innovative idea was that if we could combine the BDC and Equifax data, we could create a definitive measure of the business landscape in Canada,” said Sue Hutchison, chief executive of Equifax. “We have about 1.2 million small businesses in Canada, and they employ about 11 million people and represent over 50 per cent of our GDP. We’d heard from some of our lenders and other stakeholders that there was a gap in terms of available information on this segment.”

Unlike other confidence indexes, which measure the business owners’ optimism about the economy and sales expectations, the Health Index combines business sentiments with real financial data, including statistics on bankruptcies and credit card spending by small businesses.
According to Pierre Cléroux, vice-president of research and chief economist at BDC, the Health Index uses 20 variables, as opposed to the one or two typically employed by other confidence indices, and will be updated quarterly to ensure it keeps up with the evolving economic landscape.
Cléroux says the wealth of data will allow stakeholders to not only follow the current situation of SMEs, but also better understand the reasons behind it.

“For example, right now, we are seeing that the level of confidence is increasing (among business owners), but their sales growth expectation is not,” said Cléroux. “So that means that, despite the fact interest rates are going down and people are more confident about the economy, they haven’t seen the real impact on their business yet.”
After its launch, Hutchison and Cléroux expect the index will evolve and improve based on feedback from stakeholders, which include businesses, government, and lenders. It is also expected to change over time based on the needs of the market.
The index currently covers Canada and provides performance insights based on data from different region. There are indexes for Ontario, Quebec, Alberta, and B.C., and one that groups the Atlantic provinces, as well as one for Manitoba and Saskatchewan. “We are looking at (grouping) by sector,” said Cléroux, “but we’re not there yet.”
Hutchison points out that regional insights and realities are often varied depending on which sector the business is in.

More than a month’s worth of rain fell in just one day in some parts of Spain on Tuesday, triggering flash floods to sweep through the country’s southeastern region. At least 62 people have been killed in the floods so far, while roads have been closed and train services cancelled. Understandably, those with a trip booked to the region might be concerned about whether it’s safe to travel right now. Here’s what we know so far.
Where are the floods in Spain?
The floods have largely impacted southeastern Spain, including the popular holiday hotspot of Costa del Sol. The area surrounding Valencia has seen catastrophic damage, with president of the region Carlos Mazón stating at a press conference on Wednesday morning that it’s ‘impossible to offer a precise figure’ of the number of people killed.
Towns near Malaga have also been severely affected, with residents stranded and homes damaged.
Is it safe to travel?
Flights in and out of Valencia were diverted or cancelled yesterday, though there is no news of further cancellations today. If you’re in the region, you should follow advice from local authorities to stay inside until the rain ceases.
The UK government has not officially advised against travelling to Spain, though it has added a warning to its travel advice page:
‘Severe weather and flooding is affecting many areas of Southern and Eastern Spain, particularly the Valencia region and Castilla La Mancha. Journeys may be affected. Check the latest weather warnings from Spain’s meteorological office before you travel and follow instructions from local authorities.’
What are my rights as a traveller?
As there has been no official advice issued to avoid travel to the region, you may not be able to cancel your trip without penalty. However, if your flight was cancelled, your travel insurer or trip provider should offer reimbursement.

The new science fiction mystery slasher film on Netflix, Time Cut, has just about the right dose of early 2000s nostalgia to make it a fun enough watch, even though it is lacking in most other respects. The film is centered around Lucy Field, a teenager who struggles to live in the shadow of a ghastly incident that took place twenty-one years ago, when her elder sister, Summer, was killed by a spooky serial killer in the small town of Sweetly. Although Time Cut is quite predictable and shallow by the end, it is meant to be watched only for casual mindless entertainment and is rather adequate in that regard.

What is the Netflix film about?
Time Cut begins on the 18th of April, 2003, with a teenager named Summer Field walking into a barn in her small hometown of Sweetly to attend a high school party that has been arranged for a very peculiar reason. The town of Sweetly has been dealing with an unprecedented danger over the last few days, for there is a serial killer on the loose who has already taken the lives of three victims. Three teenagers, Brian, Val, and Emmy, have been killed over a span of two days, spreading an air of terror over the town, with an official curfew being imposed after dark. It is both to challenge this curfew and question the authorities, as well as to honor their friends, that the party is being held at the Hayshed Barn. It is also customary for the high schoolers to hold a party, named Spring Fling, at this particular time of the year, and no kind of tragedy or threat to their lives can deter them from doing so.
Although Summer is still grieving the loss of her best friend, Emmy, she attends the party only for the sake of her friends from school, not paying heed to the risk that it involves, just like everyone else at the party. After being greeted by a friend named Quinn, she is swooped away by the most popular boy in school and also Summer’s ex-boyfriend, Ethan. However, nobody at the party notices that the masked serial killer has also made it to the barn, and he eventually makes Summer his target when the girl leaves the party to avoid Ethan’s romantic advances. As soon as she realizes the danger she is in, Summer tries her best to run and hide, even taking shelter in the out-of-use shed nearby, but the murderer ultimately catches her. As fate would have it, Summer is mercilessly slaughtered by the serial killer, soon to be named the Sweetly Slasher.
Twenty-one years later, a teenager named Lucy is seen in her bedroom, and it is instantly made clear that she is actually the younger sister of Summer. Even so many years after the incident, the unfortunate death of Summer is mourned by the Field family, and her parents have not been able to move on from her death at all. As a result, Lucy hardly ever gets any attention from her parents, and her family still does not celebrate any moments of joy or togetherness, still mourning the loss of Summer. To make matters worse, Lucy has to give up on a brilliant opportunity to work as an intern at NASA, only because her overprotective parents do not want her to travel to Washington DC, all by herself. As Lucy finds it extremely difficult to accept her life’s conditions, she extraordinarily comes across a time machine inside the shed at the now abandoned Hayshed Barn and is immediately transferred back in time to 2003.
Did Lucy stop the emergence of the Sweetly Slasher?
As soon as Lucy steps out of the shed after being hit by the sharp laser ray of the time machine, she notices the world around her to be very different than usual. The Hayshed Barn is no longer an old abandoned compound, and shops that had gone out of business in her world are open and operational now. She then quickly realizes that she has traveled back in time, to 2003, and the date is the 16th of April, which is exactly two days before Summer was killed. Interestingly, this is the very same day on which the Sweetly Slasher serial killer first sprung to action, and so Lucy’s first and only plan is to stop the perpetrator from committing any crimes. I think time travel movies and science fiction thrillers are tricky. They use real-life scientific laws to weave fictional narratives that make you ask, “Is it really possible to travel through time like this?” Well, maybe, but the irritating part is, that most of these movies don’t want to discuss the complexities of time travel and just explain the stuff that’s on the surface to avoid exposing the loopholes in the logic, and Netflix’s Time Cut most likely falls into that category. In that really embarrassing moment, Quinn saw his high school crush Summer Field laughing at him, and that really hurt him. I am sure he still took the matter lightly, and that was the reason why he wrote the most cheesy love letter to Summer, which she refused to accept because she wasn’t into boys and was in love with a girl in her class named Emmy Golden. But Quinn wasn’t the kind of guy who took rejection lightly. He decided to take revenge on everyone who’d humiliated him and rejected him in school. Some years later, an adult Quinn (played by BJ Verot) created a time travel machine, and instead of using it for the betterment of humanity, he used it to kill the girl in school who refused to become his girlfriend. Yikes! I am sure Quinn wasn’t aware of the real reason why Summer rejected his proposal, although I doubt that things would’ve gone differently even if he knew. Blinded by his pursuit for revenge, he never bothered to find out either. In the original reality, I believe, Summer never came out as a lesbian, and things between her and Emmy didn’t really work out. She might have led a “normal” life and married a guy because she was too afraid of what people would think about her sexual orientation. In the new reality, it was her sister, Lucy, who gave her the courage and convinced her to confess her feelings to Emmy in public.
When Did Adult Quinn Travel To 2003?
I guess an adult Quinn used the time travel machine on 18th April 2024, the same day on which Lucy visited the location where her sister Summer was killed. While her parents were standing near the memorial, Lucy saw a light flashing inside the barn, which was most likely adult Quinn using the machine to go back to 16th April, 2003, to begin his 3-day killing spree. And in his burning desire (he used the same words for his love letter too) for revenge, Quinn created a new reality in which a masked killer murdered these 4 teenagers, therefore erasing them from the future forever.
I think the reason why an adult Quinn decided to kill Summer and her friends after the river incident was because he wanted his young self to feel the humiliation and embarrassment that he had gone through, which would ultimately compel him to do great things in life, like creating something as groundbreaking as a time machine. But Lucy’s arrival in 2003 messed everything up. She not only saved Quinn from being bullied by his seniors but also changed his perspective towards life, which helped him become a better version of himself. Quinn’s keen interest in science and his fascination for the time machine did point towards the fact that he would create something like that in the future, and now that he doesn’t need to become a serial killer, he will certainly use his talent for something better.
How Did Lucy Change the Future?
As soon as Lucy ended up in 2003, she decided to solve the mystery of her sister’s death and catch the “Sweetly Slasher.” She tried to save Brian and Val, who were killed in the mall, but because of Lucy’s interference, a poor security guard got killed along with Brian and Val. Thankfully, Lucy was able to save adult Quinn’s third target, i.e., Emmy. The rescue mission gave Summer the opportunity to reconcile with her crush, and the two decided to make their relationship public. Adult Quinn’s fourth target was Summer herself, but Lucy wasn’t sure if she wanted to save her sister or not. She realized that if she saved Summer’s life, then her parents wouldn’t try to bring another child into the world, and Lucy would never be born. By the way, an adult Quinn had explained to his younger self that killing himself wouldn’t erase the adult one, which means Lucy would remain alive even if she saved Summer’s life. But yes, she didn’t know how time travel really works, nor did anyone else. I think, in the world of Time Cut, the presentation of time travel isn’t as punishing as it is in other movies and shows. Characters can go into the past and change the present as they please, but nobody gets erased from the timeline as a result of their actions.
In Time Cut’s ending, Lucy decided to put her selfishness aside and save what could be saved. With the help of young Quinn, Lucy not only saved Summer’s life but also took adult Quinn back to 2024, where she ultimately killed him with his own knife. So, Quinn is both a hero and the villain in the end, isn’t he? According to Lucy’s last line in Time Cut’s ending scene, her parents failed to recognize her, which means saving Summer’s life did change the future, and therefore her parents never conceived another child. In the new reality, Lucy didn’t exist and had no threads tied to anyone in 2024, which was the reason why she decided to come back to 2003, where she actually belonged. In 2003, Lucy applied for the NASA internship program (like she did in 2024) and apparently was selected for it. At this time, she didn’t have any overprotective parents around her and therefore could live her life the way she wanted. As far as Summer was concerned, Lucy told her that she hadn’t seen any husband around in the new reality. It means Summer didn’t end up marrying a guy, and most likely came out to her parents. In short, just like Lucy, Summer too decided to spend the rest of her life on her own terms, and she may even end up marrying Emmy in the future.
Will Quinn Become The “Sweetly Slasher” Again?
Well, I guess he won’t. Time Cut made us believe that the river incident and Summer rejecting Quinn’s proposal were a turning point in Quinn’s life that ultimately turned him into a villain. But in the new reality, both of these events never took place. Lucy stood up for Quinn and stopped Brian and Ethan from throwing Quinn into the river, while Quinn never gave his love letter to Summer because Lucy might have told him about what was going on between Summer and Emmy. I guess earlier, Quinn believed that Summer rejected him for Ethan, but that doesn’t seem to be the case in the new reality. Hence, it would be safe to assume that Quinn won’t turn into a slasher like before and would be more considerate towards others. And this may sound like a reach, but I think Lucy and Quinn make a great pair. The first time Lucy met Quinn, she was quite intrigued by his intelligence. So, you never know.
